The California Shoot-Out system was introduced to Region 10 (of AYSO Section 1,
Area F) in the 1998/1999 season. In the past, ties after "overtime" have
been decided by Penalty Kicks ("PKs"). This is felt to be more a test of nerve
than of soccer skills, and it has been decided to try a system which has already
been used in a number of Area tournaments. NOTE: Overtime and Shoot-Out
are only required in games in which a winner is necessary, i.e. in elimination
play-offs. If a "mini-league" is used, instead of an elimination approach, games
are permitted to end tied.

if PENALTY KICK in OT 3-4-5-6 (non-full strength periods) all
normal PK rules apply, except:
-Defense appoints Goalkeeper from players on field at the time of the
infraction. Can touch ball only once (to stop kick).
-All players except the Goalkeeper and the player selected to take the PK (who
must also already be on the field at the time of the infraction) retreat to the
halfway line.
-If the PK goes in directly, or after rebounding from the "woodwork" or off the
Goalkeeper, goes in, the game is over.
-But the player selected to take the PK may NOT touch the ball a second time.
-If the ball hits the "woodwork" or is deflected by the Goalkeeper and in either
case comes to rest without having left the playing area, the game is restarted
with a Goal Kick.
-If the PK is kicked directly out, over the goal line or over the net, the game
is restarted with a Goal Kick.
-If the PK deflects off the Goalkeeper and goes over the goal line or over the
touch line, the game is restarted with a Corner Kick or a Throw-In by the
attacking team, after the referee has allowed both teams on the field to
reassemble.
-Except for those changes expressly made here with regard to the conduct of a
penalty kick, all other procedures for conducting the penalty kick as set forth
in the most recent version of the Laws of the Game shall remain in effect.
SUBSTITUTIONS
-Only at the start of each OT period or for an injury.
-Coach can play any players in any/every period (in other words, no min.periods
of play for each player).
-Players leaving the game due to an injury or Red Card, may not return in any
subsequent OT period. An Injured player can be substituted for.
-Players receiving a Red Card CANNOT be substitued for, their team must play one
player short through all remaining OT periods.
OFFSIDE
-Offside rule is in effect in period 1-2-3-4, NO OFFSIDE in periods 5-6 (7 v 7
no offside in periods 4-5)
GOALKEEPER POSITION
Starting in overtime period 3 the GOALKEEPER POSITION is eliminated. The person
playing goalkeeper may remain in
the game, but cannot play the goalkeeper position (using hands)
